Check out the book:
"Oracle 7.0 Administration and Management", Michael R. Ault, Wiley-QED, 1994, ISBN 0-471-60857-2.
It has a number of useful utilities which derive DDL for tables and indexes from the system catalogue - these would be a useful starting point for a complete "DDL Recovery" system.
