imp skips after 1917 (can't grant)

I have a USER export. using 7.0.15.0.0 IMPort and importing GRANTS IMP comes across a role which does not exist. IMP complains about the GRANT it cannot process, doesn't complain about other related GRANTs (update , insert/...) and in fact skips the CREATE INDEX for the table! IMP seems to skip everything until the next CREATE TABLE !!
