Mark the LOV as having its "Auto-Refresh" property OFF. This will keep the underlying record group around after each use of the LOV. It was intended that the Auto-Refresh property be meaningful only for LOV's which call up "query" record groups -- since it's purpose in life is to allow LOV's based on query record groups against "relatively static" data (e.g. states of the US) to not have to repopulate the record group on each use -- but it looks like the version of Forms you're using is being more global in its interpretation of this property.
