Performance problems with bind variables

Hi,

My customer has a report (using ReportWriter) that takes 50 seconds to run. While tunning the SQL statement (explain, etc.), I moved the query to SQL*Plus and replaced all bind variables with constants. Surprise: the same query now takes 10 seconds to run!

After, I move back to ReportWriter and replace the parameters with constants. ReportWriter also takes 10 seconds to run!

O look at the tkprof output for all executions. The execution plans are identical, but timings are different.

The question: is it a Oracle bug? can I get a patch? Local Oracle give us no answer yet!
