Create database through ODBC?

I have a PC running SQL*Net 1.1 for Windows.
I have a server with Oracle 7.0.16.4
Is it possible to create an oracle database using the ODBC calls?
I would like to switch from one database on server
to another from the PC ( thru ODBC).
Is it possible to use "COnnect username/password_at_T:server:database" for this?
