I could be wrong but I think this can't be done. The memory manager Oracle uses (SQLPME) is not compatible with what the OS/2 DOS box provides. At least this was how things were with OS/2 before version 2.1.
I would say to upgrade to Oracle for OS/2. I think you would be much better off.
