I'm not sure what you mean by a ".jpg" file. JPEG is a compression scheme, not a file format. JFIF is a file format that supports JPEG compression.

As for "the rest of the world", the current versions of the CDE tools support PICT (for Macintosh) and TIFF (for just about everyone) images. The CDE2 tool set (including Forms 4.5) will support many more image formats, including JFIF and GIF.
