It would be nice if there was more info on what the "production" environment meant. If this is a single tablespace then a single user with a small quota can fragment it bad enough to cause damage, especially if they are using O6 that has the fragmented tablespace extend failure bug.

This could mean that a production table could not extend when it needs the space, even if there is enough space available since it will refuse to coalesce.
