Forms 4.0 - FRM-10242 Cannot call linked-in form???

I have a menu attached to a form (MASTER_FORM). One of the options in the menu performs a CALL_FORM('CHILD_FORM'); . When I run the form and select this option I recieve the Oracle error "FRM=-10242: Cannot call linked-in Oracle Forms from Oracle Forms." What am I doing wrong, and what the heck is a "linked-in form"?

      My software setup:
      Forms 4.0  version 4.0.12.1.10 for Windows 3.1
      Oracle RDBMS version 7.0.16.4.0. running on an HP 9000
