Not sure where you are starting from, so...  

-get/install sql*net for windows for your communcations protocol

   (TCP/IP?)
-get sql*plus for windows working first  

-read the VB manual on how to connect ODBC to oracle. Make sur  you also read the text files as well (I thinks its called ODBC.txt or  Oracle.TXT)
