You might try first to connect using SQL*Net on the mainframe.  (I
don't know anything about mainframes, so I can't be more explicit, but
on UNIX it would involve simply setting the environment variable
TWO_TASK.)


If you can establish an SQL*Net connection from the mainframe (to the
mainframe), then you know that your problem is on the Windows end.
