This portion of the job is really suited to a middleware solution. Both Oracle and Sybase provide middleware solutions that enable your desktop applications to access the host DBMS directly. Oracle's is called SQL*Net and Sybase's is called OpenClient. There are also third party applications that provide this support. These applications include EDA/SQL from Information Builders, SequeLink from Tekgnosis and DAL from Pacer (the company I work for).

ODBC or DAL are the interfaces you want to use to access remote data. All of the above middleware applications support ODBC but ODBC requires the client to do quite a bit of work. Visual Basic is an ODBC aware application.
