You did not say what platform/OS. The output from 7.0.16 on HP-UX is:

SQL> select * from v$version;

BANNER



ORACLE7 Server Release 7.0.16.4.0 - Production PL/SQL Release 2.0.18.1.0 - Production
CORE Version 2.3.2.1.0 - Production (LSF Alpha) TNS for HPUX: Version 2.0.15.0.0 - Production

Which looks OK. This does not state the options purchased eg procedural, distributed and parallel. But 7.0.13 did not do this either.
