Broadcast DB shutdown message

I need to be able to inform all users working within the ORACLE db to getout when the server reboots or the DB needs to be shutdown. The users are on MAC using vt100 emulation to HP workstations. Is there something better than just doing "wall" and hope everyone gets the message. Some users on the tty's do not get the wall messages. Are there any PD utilities available to do this task?
