I've just re-read the original message.

06107 can be caused by not having enough conventional 'DOS' memory for use by the various components of the drivers. If you can get through to a server using SQL*net TCP/IP from windows without using ODBC then this may well be the problem.
There is a program on the MSDN disk 'BELOW1MB.EXE' that can be used from windows to see how much 'DOS' memory is free.

You can check whether basic connections work using a applet 'nettest.exe' supplied with later versions of SQL*et TCP/IP for windows. It was there on version 1.1.7.9.1. If it works there its the additional resources needed by ODBC that's causing problems.
