I'm useing SQL*Net V 1.1.7.10.4, which also has NT support, and this works with the standard windows sockets in tcp for wfw, as well as the beta 32 bit tcp for wfw. All I do is choose frontier supertcp, but any vendo tcp in the installtion list that runs over winsock will probably work, since they all (or most of them) result in a TCP_VENDOR=WINSOCK entry i oracle.ini. One funny thing though is that I have to use the CONFIG_FILES parameter in my autoexec, which gives me a warning each time I run the oracle installer. Works fine anyway so ....
