WIN32S OCI along with "ORACLE7 for Win3.1" ?

If the new ORACLE7 is a WIN32S program, can I hope that the release will mean the avaiability of a WIN32S OCI library so programs I am developing under NT using OCI will run under 3.1 via Win32S?

Oracle tech support has in the past said there would be no such beast and that we should develop separate 16 and 32 bit products.

I would much rather use an ORACLE win32s OCI library than write my own thunking layer.
