I stand corrected ... apparently Oracle now sells the generator by itself, without the need for the full development kit.

However,
you may wish to get 1 copy of the full kit to allow testing, etc. and make appropriate changes. Based on my experience, even SQL*Forms is not 100% compatible on all platforms - although the differences are almost always due to OS differences (eg: HOST command) or minor differences in version number.
