What user profile?

In my Oracle 6.0.36.5.1 database, there is a table called user_privs, (view is user_profile). But there is no data in it. Why is this so? When looking at the pupbld.sql script, it says that this table/view allows the user "to see and modify their privileges or profiles". Even logging in as SYSTEM does not retrieve back any rows.
Is this only a Version 7 feature then?
