I just checked out our staging area with the Oracle Installer, and I didn't see a listing for Forms 2.3; only 3.0 shows up.

It would probably be a very good idea for you to direct this question to Oracle WWS or to your Account Representative or account technical support person that works with you to get some sort of official answer.

Considering Forms 4.0 is the current release, I have doubts as to the longevity of support for Forms 2.3 in the Oracle7 Server family of stuff.
