Yes, the beta version comes with a Windows version of the Pro*C precompiler. But, I do not know what is bundled with the server or just on my beta distribution (since it also has browser and sql*plus and a windows version of SQL*Loader).
You will have to ask your sales rep. how to obtain the windows pro*c.
