The view X$KSPPI is an internal database table owned by the SYS account and the only real way to see if you have it is to 'SELECT COUNT(*) FROM X$KSPPI' and see if you get a table or view does not exist error. If you get this error in any V6 or V7 database then you have MAJOR problems since this holds all of the init.ora parameters and their values (whether or not you set them).
