HELP on ORACLE DATA BROWSER

I am currently setting up some tables and synonyms for some users. The problem I am facing is I would like to have some tables appear to be available under the PUBLIC OWNER in Oracle Data Broswer. This is what's being said in the Data Browser Reference Manual:

The tables under Owner ALL are the tables the (login user) have access to. The tables under Owner PUBLIC shows all the public synonyms.

So I set the tables up and grant them select access to the public. I also have created public synonyms for those tables. However, when I tested, under Oracel data browser, the tables shows up under the owner ALL (which is correct), but they do not show up under PUBLIC. Please let me know if you have any possible solutions. Thanks
