You can set your preferred default font on MS-Windows by setting the ORACLE.INI variable:
FORMS40_DEFAULTFONT="MS Sans Serif.8"
The full syntax and options available are documented in the RELNOTES.WRI Release Notes file that comes with the software.
For the Motif version, you use standard Motif resource settings in the Tk2Motif file to set various default FontList properties. All available properties that can be set are documented in the sample 'Tk2Motif.rgb' file that sits in $ORACLE_HOME/guicommon/tk2/admin in a typical Unix install.
