SQL*Net or RPC future connection method?

I understand that Oracle is looking at going to the use of RPC protocol as a replacement of the network use of SQL*Net. Is this true? How does this change or improve things? Where can you find a good description of RPC? How does RPC deal with socket numbers ( for firewall cross )?
