Not generally.

The port number REALLY belongs in the Services file (in the appropriate directory for the TCP/IP stack used)

A couple of brain-dead revisions of SQL*Net that couldn't read the Services file properly and insisted on the "orasrv" entry being the FIRST entry in the Services file, not in numerical order with the rest of the TCP/IP services caused many users to specify the port number in the connect string as a workaround. This is poor practice and should be avoided.
