How to reference OS files in V7?

Many of us have worked on applications with data loads ! If you have used Oracle gateway products to support referencing operating system files as if they are a database table, please send me your findings. The idea I have in mind is to schedule and execute batched data loads without leaving the Oracle V7 environment.
