You are probably better off just using the SQL*NET TCP/IP for dos by just starting it before entering windows. The difference between the two is that one will take advantage of the windows memory manager and the other one will not.
Use the SQL*NET TCP/IP for DOS until everyone can go to windows.
The applications that you are running either in windows or DOS should not know the difference.
