Oracle7 for NT advanced server has been available for some time. Recently they even started shipping it for the NT workstation release.

As to Oracle7 for MS-Windows - An Oracle rep told me that it is in the works and will be released after MS-Windows 4.0 (aka Chicago) released (whenever that might occur).
