  1880 CHIEF OF SYSTEMS (APPLICATIONS MANAGER)
     Provisional (Temporary) Appointment

NUMBER OF POSITIONS: One (1), Full Time, 40-hour week.

APPOINTMENT: Provisional (Temporary) appointment. In order to be eligible for a permanent appointment, the temporary incumbent would be required to compete and be reachable when a Civil Service examination for this position is given.

SALARY RANGE: $2,764 - $3,359 Bi-weekly $72,140 - $87,670 Annually

DUTIES: Under the general direction of the Director of Information Technology Services Department (ITS), the Chief of Systems
(Application Manager) will oversee and supervise the applications
development unit of the ITS Department which currently includes a staff of 11. The unit is responsible for all end-user applications required to support the management information system needs of the City College of San Francisco. The current computing environment is a client/server platform, Hewlett Packard 9000, Unix-based, with Oracle as the RDBMS.

Major duties include: Analyze, study, and investigate complex systems with a view toward their conversion to electronic data processing; establish feasibility of projects and define optimum results of new programs; routinely prepare detailed reports, both narrative and graphic, depicting the status, progress and issues surrounding the staff's tasks and projects; regularly meet with user groups and review their information systems requirements and issues; plan, direct and monitor the activities of the application development of Information Technology Services to ensure effective project management, communication with end-users in identifying information services needs and timely delivery of the services (new systems development as well as maintenance); evaluate, select and train staff in contemporary techniques for software engineering; attend College management meetings and committee meetings as assigned.

MINIMUM QUALIFICATIONS:

  1. Baccalaureate degree from an accredited institution or university in Computer Science and Information Systems, Accounting or related fields; AND
  2. Seven years of progressively responsible experience in an information systems environment with at least three years of experience as a DP manager and three years experience as a business/systems analyst. The seven years experience must also include project management responsibility for at least one year. At least three years experience as a programmer.

    An equivalent combination of training and experience may be     substituted for up to two years of the required education;

3. Demonstrable working knowledge and verifiable work

    experience using Oracle RDBMS and SQL. Knowledge of     contemporary systems analysis and software engineering     techniques and tools;

4. Ability to document and design information flows and data flow

    diagrams for complex systems;

5. Strong verbal, written communication and presentation skills,

    strong planning and coordination skills.

DESIRABLE QUALIFICATIONS:
Knowledge of information systems needs in an academic environment; familiarity with Unix-based client/server computing environment; familiarity with CASE tools.
