Oracle already mentioned in release notes included in 6.0.33 or 6.0.36 that outerjoins with OR's dont work, wont give a syntax error in 6.0 but will give an error in 7.0. So the basic behaviour of outer joins has been ventilated by Oracle for a long time.

The original question-taker was "misusing" outer join syntax -- he/she didn't really want an outer join, but a "null value" solution (as already pointed out by some other netter.)
