We changed the dbshut script to do a "shutdown immediate" instead of "shutdown normal". Our backup scripts and system shutdown scripts send a warning to all logged on users and then waits five or ten minutes depending on the script before shutting down Oracle. I have no qualms about forcing users off when they've ignored the warnings.
