SQL*Net,SQL*Link,PC app to Oracle: HELP!

I'm trying to connect to an Oracle database on a Sequent system over a TCP/IP ethernet network. It's not working. I can't seem to find what to do in the manuals. Has anybody got a working system similar to the following?
486/50 system, 8MB memory, 3-Com 3c503 NIC, DOS 6.0 using HIMEM.SYS and EMM386.EXE (config.sys is listed at end), Windows 3.1, PC/NFS 5.0b connecting to TCP/IP ethernet (unix) network, SQL*Net for Windows v1.1.7.8, Borland SQL*Link, Borland Paradox for Windows v4.5 Workgroup Edition
There are references to CONFIG.ORA in the Paradox manuals, but I don't have a file by that name. Where does it come from? What's supposed to be in it? Overall, my questions are "What drivers/software is supposed to be loaded, and in what order? What configuration files should I edit, and what's supposed to be in them? Does any of this stuff really work, or did I buy another load of shelfware?"
