FORMS3.0 Navigation Question

I have 3 pop_up blocks, each on a separate page. Block 1 is the master_block, 2 and 3 are detail_blocks referencing block 1. I am attempting to write a KEY-NXTBLK trigger on block 1 to determine which block (2 or 3) to display next. All attempts have been met with failure. The examples in the book even fail. It just stays in block 1 all the time. Any Hints?
