We have a different environment (Sun 670MP/SunOS 4.1.3), but when we installed 7.0.13.1 we had similar problems, possibly identical. There are two binaries that need the SUID bit set on in order to effectively access shared memory. They and the permissions we use are:

-rwsr-s--x 1 oracle 5718016 Jan 25 19:23 oracle -rwsr-x--- 1 root 57344 Jun 17 1993 orasrv
