MS Windows front ends builders for Oracle

We are in the process of selecting front end builder for MS Windows application running against Oracle 7.1. We are open to any tool/library/development environment. I am familiar with such names like PowerBuilder, SQLForms 4.0, VB. We could also use one of the PC C++ compilers , although I am not sure how that would work with SQL*Net/ODBC ?
What are your experiences? Please send me e-mail, I'll summarize.
