Copy Oracle 6 database?

I have a 300MB Oracle 6 database with hundreds of tables. Is there a way to make a copy of the database without using export/import? Can I copy the datafiles, logfiles, init file, and control file to another directory, modify the control file to reflect the new file locations, and start a new instance on the copy?
