HP BLS & Oracle V7 network config problems - help

I am having a problem configuring Oracle V7.0 to run under HP BLS 9.09. The problem comes when trying to connect across the network to the database. The application is getting an ORA-06136: NETTCP error during connection handshake. The orasrv.log file shows the CONNECT request from "host", then shows Error while processing request from host "host":, Error: unable to read network string (errno=239) bytes=0 err=param. Errno 239 is "connection refused". We are thinking that we may need to use the SQL*NET V2 software, but aren't sure whether orasrv should be run or whether we should use tcptlnsr. The problem is...I can't find it on the distribution tape. It doesn't seem to be a connectivity problem because we are able to telnet and ftp to the host with the Oracle DB on it. We get the same error when we try to do an sqlplus user/pwd_at_T:host:DB when we are logged into the "host". I configured the standard "listener" yesterday and added the ADDRESS=((PROTOCOL=TCP)(HOST=host)(PORT=listener)) data to that file whose name escapes me now. "listener" is defined in /etc/services. I then stopped and started the "listener" up and it seemed to parse the file correctly. I'm not sure where to turn other than to the net. The networking software seems to be separate from BLS from a company like "Secure Technologies" or something, so they may be the next step. But since I can telnet & ftp and ping & rup and such I think it really points to Oracle. Any help would be appreciated. Thanks.
