My understanding is that the Q&E supplied with Excel does not have a driver for Oracle. Pioneer offers an upgrade for either $49 or $99 (I think) if you own Excel. The upgrade provides you with a substantially improved version of Q+E.
An alternative is QELIB. This is more expensive, but provides integration via DLL's instead of DDE. I have used QELIB successfully in a number of commercial products, and recommend it over Q+E .
