I cannot speak for whether Oracle is using DCE or not, but I can comment on using Pro*C and IDL: we do it routinely. Encina is a DCE-based transaction monitor system, and Encina servers can be built with Pro*C. You may want to check with Oracle support (or if you are using Oracle in an Encina environment, you can check with our support people.)
