If you are running 4.0.11, see Release Addendum for CDE Tools Quick Release (its a one sheet bulletin). It tells you to do the following:

1. login as the root user
2. Create the directory /usr/lib/X11/C
3. Copy the $ORACLE_HOME/guicommon/tk2/admin/C/Codeset 
     file into /usr/bil/X11/C

This should fix the problem.
