I have been tying to install 6.0.37.3 on VMS 6.0 with no luck, here is a
posting from an ORACLE tech/analyst it talks about re-linking for ORACLE
6.0.36.5, hope this helps.

  I talked to a person in LA, he has VMS 6.0 and runs 6.0.36.5, which is
another option that we still have, and problably at this point would be
important to try and prove which is the bad component. There is a change that
you have to do to a file before linking I will include a bulletin about it.
  I will still continue to look for someone who installed 6.0.37.3 on v6.0.
2. I am including the article about the RWNPG state, I hope it will help, but

    it is an old one, from vms 5.5-2, so it may not apply to us..

Upgrading to OpenVMS V6.0 VAX/OpenVMS   

Elba Calderon   

July 1993                                                                       

OpenVMS V6.0 has been extensively tested with ORACLE RDBMS 6.0.37.3 and   

Oracle7 Server 7.0.13.1 and therefore these are the releases that we support   

officially. However, we do not anticipate any problems with earlier releases   

of Oracle RDBMS V6 or Oracle7. We will recommend upgrading to one of these   

releases if you encounter any serious issue with an earlier version of Oracle.                                                                       

  • Notable exceptions are SQL*QMX and SQL*Connect to Rdb.

  Oracle will support SQL*QMX under OpenVMS V6.0 in the December '93 - March   

  '94 timeframe.   

  SQL*Connect to Rdb will see further testing in September '93 - November '93   

  and will be supported under OpenVMS V6.0 by the end of December '93.                                                                       

  • Please note that Oracle products linked on OpenVMS V6.0 will not run on

  OpenVMS V5.5! If a customer has two instances of a database in a cluster     

  environment (one on V5.5, the other on V6.0), they should be sure to link   

  the products on V5.5.                                                                       

The following steps must be performed to relink ORACLE V6 and ORACLE7    after upgrading OpenVMS:                                                                       

To relink ORACLE:                                                                       

$ _at_ORA_INSTANCE:SHUTDOWN_nodename_orasid
  

$ _at_ORA_RDBMS:REMORACLE ! removes the ORACLE shared
global   

$ _at_ORA_UTIL:REMUTILITY ! removes the tools shared
images

Note: If you are attempting to use an Oracle release prior to the
recommended

        versions (ORACLE RDBMS 6.0.37.3 and Oracle7 Server 7.0.13.1), then the   

following steps will need to be taken before relinking Oracle:                                                                       

Change ORA_RDBMS:VAXCRTLLIB.OPT from:   

     sys$library:vaxcrtl/lib   

to:   

     sys$library:vaxcrtl/lib/include=CMA$TIS   

         PSECT_ATTR = LIB$INITIALIZE$, NOSHR, WRT             PSECT_ATTR = LIB$INITIALIZDZ, NOSHR, WRT             PSECT_ATTR = LIB$INITIALIZD_, NOSHR, WRT       PROTECT = NO
