Tools To Organize/Access Subroutine Libraries

I am looking for tools to organize software libraries and software documentation contributed by multiple developers.

We develop programs for IC testing and they are written for various ATE testers such as Teradyne and LTX. I want to create a library of subroutines on Sun workstations with corresponding documentation in Microsoft Word or FrameMaker. Some of these documentations have pictures (schematics) and tables (e.g. Excel) attached.

I like to set up an online database with multiple indices to facilitate design reviews and new subroutine development. Speed and ease-of-use are very important. I would like to be able to point-and-click to pull out the code and the documentation for any subroutine.

Is Oracle a good choice? Any comment is appreciated.
