effort forms 4 application

i have to set up an offer for an static data application generated with forms 4. there are about 50 entities with sometimes up to 4 relations among them. about 40 attributes get their values out of 40 reference tables. in total there are about 300 attributes, 80 relationships, 10 m-m rel. among them. the main function is data entry (not mass entry). i have no experience with forms 4. can anybody give me an idea of a calculation basis?
