ODBC / ORACLE

I am trying to access ORACLE from MS Access and Visual Basic.. I am using SQL*Net Windows v1.1, Chameleon TCP/IP NFS for Windows 3.11N, and MS Access 1.1 or Visual Basic v3.0. Both ways I am getting an error 9241 when trying to connect. What does this error mean?

[Microsoft][ODBC DLL]Driver's SQLSet ConnectOption Failed[Page Ahead][ODBC Oracle Driver]Driver not capable.[Page Ahead][ODBC Oracle Driver][Oracle OCI]ORA=09241: Message not found ; product=RDBMS ; facility=ORA ; language=NULL. [#9241]
