Run SQL*DBA and CONNECT INTERNAL. This logs you in as SYS.

To be able to connect internal, you need:

On VMS:

        to have the ORA_DBA rights identifier
On UNIX:

        to be a member of the 'dba' group

$ SQLDBA
SQLDBA> connect internal
