The manual "Setting Up SQL*Net TCP/IP for Windows, Version 1.1" says on page 1-6, "SQL*Net TCP/IP for Windows does no [sic] support Windows applications running in Standard mode or Real mode, does not support
DOSS applications and does not support Windows run from OS/2.
^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
I guess this answers it. You need SQL*Net to connect Forms 4 to the server.
