7. PROJECT MANAGEMENT METHODOLOGY AT SILVERLINE The Silverline project team will typically consist of a Project Manager, who has overall charge of the project. He is assisted by a team of Project Leaders / systems Analysts, each of whom are responsible for a module or a component of the system. The project leaders coordinate the task of coding to individual programmers. The team is assisted by specialists in specific areas (e.g. LAN experts, industry experts, etc.).

Typically, an offshore project would essentially consist of the following phases:

Phase 1 [Onsite] - Requirement Study / Analysis

An expert team from Silverline performs a Feasibility Study and Analysis on site with the active participation of the users. This results in the Software Requirements Analysis and the formulation of a project strategy which will define the onsite component, offshore boundaries, approach, standards and procedures. The strategy also includes the use of satellite link during the develoment phase. A standard practice is to use CASE tools and Project Management software at this stage.

Deliverables:	- Software requirements analysis report.
	- Prototype.
	- Project plan.

Phase 2 thru Phase 4 [Offshore] - System Design, Construction, Testing

System Design :

Using a Project Management Information system, the activities and sub-activities with their time frames are established. The resource allocation are also fed-in. The Gantt or PERT charts are printed and given to the QA group to review whether the requirements are consistent with schedules, resources and budget. The schedules are communicated to the client for approval. The presence of the satellite link facilitates a much more participative role of the client in the Project Management.

Time sheets are maintained throughout the duration of the project. The progress of the project is reviewed periodically and variances reported, so that corrective measures can be taken.

The project work environment is established. A multi-disciplinary team consisting of people with the right skills is formed. The organizational structure of the team is established and project roles will be identified and assigned to members of the project team. Requisite training is imparted to the team, wherever necessary. The project team is given an orientation towards the project management policies, procedures and techniques.

Standards for system design, program specifications and programming are defined. The Quality Assurance Group conducts a critical review of the design document. The design is frozen after approval and becomes a reference point for any future correspondence.

Deliverables: - System design document.

Recognizing that some changes to the scope of the project may require accommodation, a formal change control plan is established. Such a plan allows cost and benefit trade-offs based on the analysis of the requested changes. It provides a control point so that only mutually agreed upon and approved changes are implemented.

System Construction :

The Project Manager measures and evaluates the progress of the project against the project plan and effects changes as appropriate. Periodic status reports together with the time sheets are submitted. The change control procedure is strictly adhered to.

As a simultaneous activity, test data together with the expected results are collected. Also, the User Manual and System Reference Manual are developed. These documents are handed to the Quality Assurance Group for review.

The unit and module test plans are developed and reviewed by the Quality Assurance group. Unit and module testing are first done by the programmers and systems analysts / project leaders before handing over to the Quality Assurance Group. The objective of the team is to work towards meeting the error targets based on the reliability model.

 System Test :

The system integration and final acceptance test plans are created and the completion criteria for the system integration test and site acceptance tests are documented. These test plans are submitted for review and approval.

The project team performs the system integration test and any discrepancies are tracked and resolved. After the successful completion of the test, the system is handed over to the Quality Assurance Group for final clearance.

Phase 5 thru Phase 6 [onsite] - System Acceptance and User training

This activity is performed onsite by first preparing the test environment. The final acceptance test is performed as per the criteria and guidelines. The final test can be supplemented by a user demonstration of the system. A backup copy of all system files is made and one copy of the packaged system, user manual and system reference manual are delivered. The training material is developed and a "train the trainers" session is conducted.

The Quality Assurance Group (QAG) at Silverline is a team of experienced professionals headed by the Deputy General Manager (QA), who has over 10 years of experience in the areas of Quality Assurance & Process Management.
