Not sure about the long raw but this out.

  1. Set your path to point to the V7.0.13 binaries
  2. set your TWO_TASK to point to the V7.0.15 database eg T:machine:SID
  3. exp (V7.0.13 binary) the data from the V7.0.15 database
  4. imp (V7.0.13 binary).

This should work. In fact this was the actual procedure taken for a site that had to regress from V7 back to V6.
