I would agree to some degree with Mike but don't forget when going from v2 -> v4 you could use a commercial product to convert your FoRM to v3 (to take advantage of the PL/SQL coded triggers) then use Oracle's CONVFORM to go to v4. Granted there is alot of work after that to get your FoRM to be more GUI like but %60-%75 or your conversion work is already done.
